Everyone, even "the the most vulnerable", benefit the same for having a water system available to them. We all pay a flat rate with respect to telephone service, cable service, electric service as well as others. We then pay over that base amount for the specific services we utilize.
Mr. Woodsmall has it right. 'making a change to the fixed rate was "making a decision that the people who use more will subsidize the people who use less."'
That my friends tells you Mr. Ferguson is in favor of a redistribution of wealth.
